We discussed last night the immediate detailed procedure to be adopted in connection with the Hong Kong University Advisory Committee's Report. Would you ogree with the following:-

i. Three copies of the letter addressed to the Secretary of State at present attached to the Report to be signed to-day. Subsequently to be sent 10. signeture to those kembers not present. I have felt bound to omit the word unanimous in this letter since I doubt iz we con 088ure that all members (? Channon) will sign it.

The Report to be reduplicated with the amendments to be agreed on at to-day's meeting.

hen this has been done and oll signatures have been collected you, as Chairmen, to send one copy plus one copy of the signed letter to Mr. Rogers for the Secretary of State under cover or a minute. (I attach a draft minute for your consideration.)
4. A letter or thanks to be sent to 11
outside Members from the Secretary of State
5. I to send the final roneod copy of the Report to all Members with a note to the effect that for the time being it should be regarded as confidential,
